This could well be a Jean-Claude Van Damme/Steven Segal movie from that period. Its a decent film but not as good as it was made out to be in my opinion, Roth is simply his whiny foul mouthed annoying self but Shakur does a little better actually showing some emotion for once, Newton is just cute as a button but with little to do. We have the tough as nails cop (Dominic Purcell), a pretty boy actor stuck with the cops as community service punishment (Cody Hackman), a mysterious, well-trained villain with an army of rebel soldiers (Stephen Lang), and a bunch of stock characters on both sides of the good/bad lines.

This sounded like a decent action movie and it was a decent action movie, even if nothing special, reminiscent of Die-Hard & The Raid with some comedic moments, it pits a group of cops in a training facility where they are surrounded by a team of mercenaries.
